Minister Opens Up As N40bn Metering Contract Polarises Power Industry

The minister of power, Adebayo Adelabu, has opened up on the N40 billion metering contract alleged racket rocking the industry, saying due diligence was followed in awarding the contract.

This came as a power stakeholders group, PowerUp Nigeria, declared that De Haryor Global Services Limited, which got N12.7 billion worth of the contract, “is not a registered Meter Manufacturing/Assemblers Company, neither is it on the list of Manufacturers/Assemblers at the Ministry of Finance, and Ministry of Trades.”

Platforms Africa reports that Adelabu who spoke through his media aide, Bolaji Tunji, declared; “The contract was awarded by the previous administration, but it was not funded at the time. There were three bidders for it, and the best of the bids was from De Haryor Global.”

Insisting that there was no wrong doing in the exercise, the minister in a reply through his aide to an enquiry by Platforms Africa, continued; “Also, De Haryor was not an SPV, it is a company that has been in existence since 2009. So due process was followed concerning this project. Also, the project value is N12.7b

“Yes. We have about 40b for mass metering but not all is going for the army formations metering.”

A power stakeholders group, PowerUp Nigeria, however, picked holes in Adelabu’s explanation, insisting the minister should be immediately redeployed or replaced.

In a statement sent to Platforms Africa by Adetayo Adegbemle, the group alleged that De Haryor Global Services Limited is not a registered Meter Manufacturing/Assemblers Company, neither is it on the list of Manufacturers/Assemblers at the Ministry of Finance, and Ministry of Trades

“The Company, De Haryor Global Services Limited, is not on the first schedule of NERC Approved MAPs,” Adegbemle wrote.

Matters Arising

N12.7bn Meter Installation Contract

1) March 18th, 2024, The Minister announced the award of a 12.7bn Naira contract to a little known company called De Haryor Global Services Limited

2) Prior to this announcement, the company, De Haryor Global Services Limited, is not know to have handled any installation of this magnitude

3) De Haryor Global Services Limited is not a registered Meter Manufacturing/Assemblers Company, neither is it on the list of Manufacturers/Assemblers at the Ministry of Finance, and Ministry of Trades

4) The Company, De Haryor Global Services Limited, is not on the first schedule of NERC Approved MAPs

5) There’s no evidence of public tender/bid for this 40bn Naira worth of Contract, neither is there any evidence of meeting the Procurement Act procedures

6) If anyone insists there’s a public tender, let them provide the names of other companies that bid for the installations

7) There’s no budgetary allocation for this project, neither in the Ministry of Power, nor Ministry of Finance

8) A procurement of this magnitude requires FEC approval, no evidence this was sort, or granted

Prayer

1) That the FEC should review and reverse this process and culprits be investigated

2) The Minister of Power should be immediately redeployed or replaced
