Police Boss Hillary Mutyambai Lands New Role Weeks After Surrendering His Roles To His Deputy

The Inspector General of police Hillary Mutyambai has landed a new role, days after President William Ruto was sworn in office.

According to a report from a local publication, the Treasury has appointed him as the National police Service Accounting officer following a directive that president Ruto issued during his swearing in ceremony.

“The Treasury has already written to the IG in line with the president’s directive. The IG is now the Accounting Officer of the police service,” a statehouse official reportedly revealed.

The president announced that he would give the police a financial autonomy so that the police can control their own budget. Initially the office of the president controlled police budget. The Accounting Officer was the Interior PS.

“As I address you, I have instructed that the instruments conferring financial autonomy to the National Police Service by transferring their budget from the Office of the present and designating the Inspector General as the accounting officer be placed on my desk for signature this afternoon,” Ruto said.

In the letter from CS Treasury Ukur Yattani, Mutyambai was given some directions regarding the new role.

“As an Accounting Officer, you must comply and familiarize yourself with the Constitution, the PFM Act 2012, the PFM Regulations (National Government) of 2015, the Public Procurement and Disposal Act of 2015 and Public Audit Act of 2015 and various other laws and regulations, directives and circulars issued by the National Treasury from time to time,”Yattani said.

Mutyambai is however yet to return to report on official duties after taking a medical leave on August 26.

He is said to have been rushed to hospital after collapsing at his home but was later discharged. His deputy Noor Gabow is currently the acting IG.
