FG, World Bank Train Civil Servants On IPPIS

The Federal Government through the Office of the Head of the Civil Service of the Federation, in conjunction with the World Bank, has begun training for selected civil servants across all Grade Levels from 12 core Ministries, Departments and Agencies (MDAs), on the importance and gains of the Integrated Payroll and Personnel Information System (IPPIS).

The three-day training was also designed to familiarise civil servants with the Fiscal Governance Institution Project of the World Bank.

In her opening remarks at the event, Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation(HCSF), said the Fiscal Governance Institution Project has the potential of consolidating the achievements of the implementation of the IPPIS Human Resource Module in the Federal Civil Service.

Yemi-Esan, represented by the Permanent Secretary, Career Management Office (CMO) in the Office of the Head of Service, Dr Marcus Ogunbiyi, said the IPPIS Service Wide Department domiciled in the Office of the Head of the Civil Service of the Federation has the statutory responsibility for the full deployment and management of the IPPIS Human Resource component of the core MDAs, which is being pursued in accordance with the intention of governing the project guidelines, design and framework within the approved timeframe, in line with public policy implementation highest standards.

She stressed that the implementation of IPPIS in core MDAs seeks to achieve the overall objectives of improving the effective and efficient ways of storing personnel records and attaining transparency, accuracy, safety and accountability in their management.

The Head of Civil Service said the major achievement of IPPIS is the verification of Human Resource records of all employees in all core and non-core MDAs, an exercise that is nearing completion.

She further revealed that this exercise has not only sanitised the Human Resource records but also has changed its record keeping and retrieval.

The Permanent Secretary, Ministry of Aviation, Dr Emmanuel Meribole, said the Human Resource module is one of the pillars of the Federal Civil Service Strategy and Implementation Plan 2021 – 2025 (FCSSIP 25), which is to prepare civil servants for the journey towards transformation.

He added that the effective implementation of the IPPIS – HR Module in the entire civil service would lead to improved staff competencies and skills, and enhance productivity and human resource administration, which will lead to a result-based performance necessary for repositioning the civil service.

He also urged participants to view the training as a matter of national importance, which demands dispassionate deliberations, while encouraging them to transmit the outcome of the training to their various ministries to ensure that the Federal Civil Service has an IPPIS HR that is reliable, credible and free from corrupt Human Resource data.

Meribole applauded the World Bank and assured the Bank that the support would be optimally utilised to guarantee the maintenance of a transparent and accountable IPPIS platform that will eliminate the ghost workers’ syndrome, reduce personnel costs, and enhance economic planning, among other benefits.

Speaking earlier, the World Bank Senior Public Sector Specialist and Co-Task Team Leader for Fiscal Governance and Institutional Project, Mrs Maya Gusarova, expressed appreciation to the Office of the Head of the Civil Service of the Federation, (OHCSF) for partnering with the Institution.

She said that Human Resources Management Information System (HRMIS) is one of the core government systems which contain the personal information of all employees and supports decision-making in HR management.

She pointed out that no public sector or government institution can function transparently without the proper deployment of digital technology.

The World Bank Specialist announced that the benefits of the full deployment of IPPIS and HRMIS modules are enormous, adding that this will take the Nigerian Civil Service to attain a world-class standard that will accelerate national development as enunciated in the FCSSIP 25.
