President Bola Tinubu has forwarded the Transfer of Convicted Offenders Enactment and Enforcement Amendment Bill, 2026 to the Senate for consideration.
The bill aims to strengthen Nigeria’s legal framework for transferring convicted prisoners between Nigeria and other countries under formal agreements.
Senate President Godswill Akpabio read the letter on Tuesday, October 27, 2026, noting that the amendment would allow Nigeria to honour requests from foreign governments to repatriate their citizens convicted in Nigeria, based on agreed terms.
It also expands Nigeria’s ability to enter prisoner‑transfer deals with countries outside the Commonwealth, building on existing arrangements like the Nigeria–UK agreement.
The bill has been referred to the Senate Committee on Rules and Business for further legislative action.
